Well since he didn't exist before WGBS, was he: a) Someone under a witness protection program who'd had plastic surgery and adopted a new identity. b) A clone or somesuch from that DNA project thing going on in Kirby's Jimmy Olsen c) Somebody who'd been wished into being in that story "The Kid Who Could Wish Up Weathermen" d) A hoax, a dream or an imaginary story Ok you got the closest so you win. He was a clone of superman by Luthor! When supes took away his powers with goldk he took him to the fortress gave him plastic surgery and and false memories and set him up as weatherman at GBS. Go.

Totally stunned that I managed to get closest. Anyway, without any further ado, here's my question:
Hank and Don Hall were brothers who would say the full names of their superhero alter-egos in order to bring forth Hawk and Dove.
