Who would you recruit?
I'd recruit:
Mr. Freeze: Powerful villain and a brilliant scientist. He's also a man of his word so he's not likely to betray the team.
Giganta: The team needs muscles. Plus she's pretty loyal, although I'd rather recruit Metallo but he's no longer useful.
Star Sapphire: The team needs a flier and her powers would come in very handy.
Felix Faust: Can't trust him but the team needs magical support.
It's a small team but it could definitely wreck some havoc.

interesting. my evil group of evil would consist of the following.
Johnny Sorrow- This guy may have been unsuccessful in the past trying to take over things, but I think with the right team he could do it. plus with the ability to kill people by showing his face and being able to teleport and become intangible, he would be unstoppable with the right supporting cast.
Shade- badass. Not only is he a sharp dresser, but he is IMMORTAL! IMMORTAL! he would not be effected by the powers of his partners in crime (literally) and
Grundy- for the brute force, hes not reliable but if he is with the right leader he can be a friggin lapdog.
Black Hand- Did you SEE this guy in his recent Green Lantern Appearance? hes a killer, a stone faced killer! plus, you could team him up with Solomon because he is dead and that would make the greatest tag team since... the legion of doom... i mean the road warriors... i mean hawk and animal (what a ruuuuussssshhhh)
Encantadora- well er... the team could use some eye candy. powerful magic and all that stuff is nice too, but really its not complete without a female on the team. Known fact, team needs a woman.
thats my team right there. i would put up them against yours ANY DAY! any one wanna top that?

Cheshire: Brilliant terrorist and is feared by the DCU public. She's very cunning, although she would probably end up screwing the team over, she did that to the Birds and in Villains United, so I say she's smart as well.
Catman: A really like what Gail Simone has done to him. He's just a really cool character now.
Shiva: With Shiva and Cheshire working together, they could cause A LOT of trouble.
Harley Quin: She's just so crazy and I like that lol. She's twisted and I think that with a team like this, she could do great damage.
Uh..I don't think I have anyone else...I like characters that can cause damage not just to the place where their living but to the world! MASS DESTRUCTION!

Hmm....
Circe - Because you need to have a hot, ancient sorceress who's got conceit just pouring out of her bottom.
Nyssa - She's not likely to get along with Circe, and conflict can be so much damn fun.
Harley Quinn or Livewire - because either of these two will not get along with the other two, and again - me? Love conflict.
Vandal Savage - Master tactician. Amazing scientist. Love/Hate relationship with Circe, and a definite hate for Nyssa.
Dr. Polaris - He just seems like he'd be fun.
Prometheus - He's, in a lot of ways, the anti-Batman. You definitely want someone of that calibre around.
Merlyn - Again, he's like the anti-Green Arrow.
Dr. Light - I don't see him getting along too well with Dr. Polaris...plus the man's just sick. Ooh. New love interest for old Harl?
I dunno. Some team along those lines, though.
