Insomniac, he has the ability to manifest his dreams into reality when he becomes extremely sleep deprived but he loses the powers when he falls asleep. He doesn’t have full control over his dreams, a lot of the manifestations are reflexive and he still suffers from the effects of sleep depravation like delusions and hallucinations. Since this guy is more of a The Tick hero, I can see him coming into conflict with enemies of some of the more “lighthearted” heroes and possibly enemies of Dr. Fate.
Blood Witch, she can do things with blood. She can make her blood or any fresh blood she touches burn and combust and she has limited telekinetic control over blood. She’s also a bit masochist since she needs to bleed in order to use her powers. I can see her coming into conflict with Granny Goodness and the Female Furies since they want to recruit her. She'll probably kill a few members of the Female Furies by cutting them up and making their blood boil and explode from within their veins.
Necromancer, he gives damned souls a chance to redeem themselves by animating their corpses and binding them to his will. He devours damned souls who refuse his deal. He’s very power and he has no problems with killing murderers and he will offer them the deal once he kills them. I can see this guy coming into conflict with just about everyone, heroes and villains alike, although he won’t harm any heroes.

I don't think they would be making whoopee seeing as how they’re supposed to make use of their unlife by doing good deeds and redeeming themselves but if they do it probably would be considered necrophilia.

It has more to do with the Necromancer's control over people he animates. He's not just going to let them run around unsupervised.

I just think that Insomniac is just a funny idea for a hero.
I think Blood Witch would make a really cool hero, she won't kill unless it's really necessary but when she does she makes sure that it's very painful... and messy. Plus how many masochist heroes are there?
As for the Necromancer, I never really liked the idea of necromancers being evil and wanting to kill everything. It just made no sense to me, you can't have death without life. If necromancers killed everyone, they would have no one left to raise. I just think that it would actually make more sense for necromancers to preserve life, more life, more death, more undeath.

It has more to do with the Necromancer's control over people he animates. He's not just going to let them run around unsupervised. Pay no attention to Ramon. He is slightly obsessed with dead things... and wanting them to get busy. I'm expecting a Sex in the City-type story starring Deadman to pop up from him at any moment. It's that whole Day of the Dead thing isn't it? That freaky dead people Christmas you guys have. Poor Ramon, it messed him right up. ;D Cool ideas for heroes there, GEH. Got any more?

I got plenty more crazy ideas, here's one right now. A powerful warrior of good from ancient China who was defeated and captured by a demon he swore to slay. The demon tried to turn to warrior into his servant but the warrior would not break so the demon killed the warrior with the torture known as the death of a thousand cuts. The demon threw the remains into the corpse pits but the warrior’s will was so great that when the carrion vermin devoured his remains his consciousness manifested within them. From that day on, the warrior became a writhing mass of rats, roaches, ants, centipedes, worms, and other vermin, roaming the land fighting evil and trying to hunt down the demon who murdered him.

He's definitely very tricky to write but he has potential to be a very interesting character. It's not exactly easy being a writhing mass of carrion vermin. The only thing that sustains him is his will, it is the reason why he even exists anymore. I can see lots of internal dialogue with this character, battling the madness of such an existence and questioning whether it is worth existing as an abomination to accomplish his quest.
