Big, sprawling issue, yeah. Setting the stage for issue #10, and drawing together the threads of the older issues.
Bits of Gotham's nightlife and cultural history, which is always worth expanding, and quite a few incarnations of Batman alluded to - Batman and Gotham both need to feel big, expansive, like they can fit all of your ideas about men in capes doing good things and dark cities full of bad people.
Some of the references are modern and recognisable, others might be a bit more vague.

Which issue of Inc will we find out the whereabouts of Ms Gordon & Ms Brown?

Which issue of Inc will we find out the whereabouts of Ms Gordon & Ms Brown? Ms Gordon will be appearing in New Outsiders, and Ms Brown in the new Batman & Robin, both titles coming this November. As I'm writing B&R I can promise she's going to get a good deal of attention. We'll see her take on the mantle of Batgirl, and develop from there. |

Ha. Yes, Jamie has been a big help with the title direction, and has pushed for some really interesting additions, including Steph as Batgirl.
My thinking right now is that it'll become Batman & Robin & Batgirl whenever Steph features (like the Adam West show's title sequence changed if Batgirl was in it), so you can tell which issues to read if you're in it for her.

This explains which titles they're in or going to be in but it doesn't help explain what I originally wrote in regards to Barman Inc.  |

In that case the answer would be that there are no plans for either to be in Inc. yet.
Big shift from Gotham after this arc of issues #0-10, more focus on the solo adventures of characters like Batwing, Man-of-Bats, Dark Ranger, etc. More international stuff.
