Very clever issue! I really enjoyed the super-powered politics. You provided a good recap of continuity for newcomers like me to pick up.
The Kobra plot is very exciting; they're a great villain for the League. The tattoo was an awesome little trick! On to the next issue.

I think I like writing some of the quieter, more intimate moments like the opening than I do the big bombastic ones. I was trying to write a nice little mystery, and I think after I reread it (as I have to do occasionally when I'm writing the ongoing) that all the clues were where they needed to be in the narrative. I like the Tattooed Man as a villain, and I often think back to Identity Crisis and that scene where Slipknot has "found Kobra" in prison, because that was a really formative era for me when I was collecting comics. Kobra should be terrifying, and I like to think it's going well so far. I just fear I messed up the landing with the conclusion to this arc! I'm somewhat torn between recapping continuity. I want to honour what's come before-- that's a big thing for me-- but am I making the stories too dense? I lean into the editor's notes for issue references, but I also recap events in the narrative itself. Is that something a reader wants, or am I making things harder for them to access? You seem to enjoy what's going on (and you're one of the few public readers, so at the moment I'm basically writing for you and me hahaha!!) so I'll keep doing it, but I do wonder sometimes. I try to follow Jim Shooter's idea that every issue is somebody's first, so I did the Previously, in Justice League... recaps every issue until my most recent arc, and I always introduce Laputa at the Justice League's island headquarters... but am I writing myself into this corner of making everything too dense? Who knows...

I think you made Kobra into a real threat, approaching the level of a 'horror' comic at times. Can't wait for the ending, I'm sure it's good! I don't think this arc has been too dense, but it was ambitious. Two overlapping arcs in serial fiction can be intimidating, but ultimately rewarding I'm sure.
Personally, I'm a big fan of recaps, especially in serial fiction. It's often a way to highlight the most relevant points that a reader needs to know. I understand that you can usually provide textual clues to fill in any missing pieces, but when you're working on multi-layered stories like this a good recap is still a very useful tool.
In my (limited) experience as a fanfiction writer, I've always wondered if anyone else was reading my fics! I recently wrapped up one story and posted an epilogue after a multi-month hiatus. I didn't expect anyone to even read the damn thing, but I felt like the story deserved an ending. Then I got two very sweet reviews. It really drove home how most readers are dead silent, but they are out there, and a few genuinely appreciate the story you're telling.
Anyways, I'm glad I have the free time to comment and that you're the type of author that responds. I always find reader engagement can help me tease out themes and story ideas too. I'm very glad to have found the site.

The Kobra storyline continues in Justice League Presents... Batwoman and the Outsiders #1 where, as I've mentioned elsewhere, the narrative shifts to involve the Outsiders, a team that's pure DC2 through and through. I thought it would be interesting to change the of the storyline from high-flying superheroes to street-level. That means I get to double down on the horror tone I'm wanting to pursue for this.
