Well, if part of what we're doing is 'fixing' the heroes, there are a few 'broken/overused' villains in the DCU that could use a bit of renovation. Hush under Loeb was awesome, but he's just being done to death and not well in GK. If written properly (and I'm not saying I'm up to it, I'm just saying if he were) he could be an extremely formidable foe for any hero. He's a master manipulater, and a long-term planner.
Bane is another one--great in Knightfall, a joke thereafter. Suppose we stopped laughing, and handled him properly.
I really go for the psychological over the physical. Throw in Scarecrow and Hugo Strange. Also, Cornelius Stirk.
Since we've got two Bat-Titles, there's really no point in 'suggesting' Joker, because we all know he's going to be there anyway! Deservedly! Here's hoping I never have to use him, though... because he's one of the hardest characters to write. I feel like if I think I've got a handle on defining/finding his voice, I missed the point.
I'm enjoying Cheshire, in VU. If Lian Harper exists in the DC2, she's probably already a given as well.
Also, face it: we KNOW certain villains are going to be here, just because they're so iconic. Luthor. Catwoman (though whether as villain, antihero, or hero depends on what you're aiming for.) Darkseid.

I agree with dragonbat. Hush would be awsome for DC2, but the problem is, we don't even know his true identity (or do we?) Hush, while I don't think Lieberman's writing is as bad as so many people think, is being overused in GK, and I think it's time Lieberman finally wraps up his ten arc long Hush saga.
Joker is the inevitable, but Riddler would be cool too.
Scarecrow, Hugo Strange, Poison Ivy, the Penguin, all good choices too.
As you can see, I'm mostly a Batman fan, but for Superman Darkseid, Luthor, Bizzaro, and Brainiac would be cool.

But Nyssa... I know OF her, just not got anything with her in...
I know that shes Ra's daughter... But I think we need to breath some life into the original characters first, THEN reinvigorate legacy characters.

Hmmm... I would've said Deathstroke the Terminator about a year ago, but he's been getting mucha love from DC since Identity Crisis.
Maybe Peacebringer and his talking(?) bucket.. uh, I mean helmet!
Bronze Tiger would also be a neat character to see return in top form (maybe still brainwashed by the League of Assassins).

Lobo (as a villain) The Mikado Lady Shiva (as a real deal villain) King Snake and Lynx (I loved the Robin mini-series) Major Force (this guy should be a premiere player)

Well, my Elseworld's tale (which is basically a DCU-continuity what-if) includes as villains:
Riddler (as a lightweight pre-revamp joke who's inserted mainly for comedy relief as a second-stringer. Elseworlds, remember?)
Cornelius Stirk in his Tec 592-3 incarnation, not the drooling caricature he later became in Knightfall
Black Mask as he appears in Batman today
Hush mainly as he was depicted under Loeb, with a few slight nods to what he's done under Leiberman, but mainly the Loeb portrayal.
And, as antagonists--not outright villains, but if you're cheering these two, I'm doing them wrong (it's okay if you don't hate 'em, I tried to flesh them out a bit more than the DCU has done. This made them slightly more sympathetic...): Commissioner Mike Akins and Det. Romy Chandler.

Another example is Doctor Light, who's been a joke for years. They explained why and now he packs a big punch.

okay crazy quilt is a serial killer that takes patches of his victims skin and (Gasp) makes a quilt that he rubs on his nude body after he kills. this is how he gets his jollies. he also has a deadskin mask.... no more remaging old characters for me.
