If the qualifier is "evilness" (pure malice, no redeeming qualities), I'm not sure I would cast my vote for the Joker--- after all, he's a victim of his psychosis, too. I know that sounds like bleeding-heart liberalism, but we all have to admit, the character is drenched in pathos (at least when he is written well, that is).
And he does have a sense of humor...
Darkseid on the other hand, is in complete control of his actions, intentionally does the most wicked things, and takes satisfaction in it. He doesn't have the excuse of insanity.

Right, like the point in The Killing Joke, all that separates the Joker from anyone else is one REALLY bad day. He's crazy, random, chaotic, but the most evil?
My thoughts on Darkseid are that he is practically a cosmic force, born of the universe to balance the Good of New Genesis. But is it his choice? I see him like Galactus. A necessary component of the workings of creation. Without Judas would Jesus have been able to spread his word? So was Judas evil or part of a greater working scheme?
And that's why I chose Vandal Savage. He's evil by choice and been doing the bad since the dawn of man. He is practically the Original Sin of humankind. He's immortal, bad to the core, and taking his sweet time bringing about the subjugation of the human race.

Perhaps Lucifer himself is a better choice. Now we're talking the ultimate evil and yet he too is a necessity in the grand scheme of things. Does that make him any less evil? Everyone has their role that they play out in the universe. And for every Satan there is a God. For every Joker a Batman. So the same argument could be said for Vandal. He, too, could be part of a bigger picture with fate controlling him to do what he does. imho I actually was almost convinced with Joker but I'm sticking to Darkseid. The guy is practically evil incarnate. again, just one small guys opinion.

Yeah Satan was not all cool in Heaven...kinda why he was thrown out.....yup im christian. Chill i will try not to convert you guys just yet. ;P Anyway I dont know much about DC but I voted Joker. He is scary possiblty coz he is the most evil but still human. Darkseid is an alien and everyone is scared of aliens coz there always evil (cept Supes and MM. lol) but when a man is the most homicidal physchotic character thats when it gets scary for psychological reasons. Also he has the most potential to be an outright mad-man however I find to often people play more on the fact that he looks like a clown rather than him being one freaky b*st*rd.

KSM, doctor dre--- er... brian good points. but i think what makes joker the most evil is that he was human and he has become almost worse. while taking over stuff is evil, they are doing it for a cause: power. Joker has done really awful things and not only is proud of them, but MAKES JOKES while he does them. while it is evil to do something and show no remorse, in my opinion it is far worse to do something evil and find pleasure and humor. hes crippled batgirl, killed robin, killed gordon's wife, and loads of other stuff why? because he can and thinks its funny. no matter what he was, or how he turned evil, the way he does such cold blooded and sick things and still jokes about them is far worse then doing them stone faced.

those are pretty bold claims giantevil head. what your saying is that even mother theresa (if she were alive today) could be driven to committ the things that joker has done if she was pushed far enough. just because he is insane that does not make excused for evil deeds does it? well maybe in the US, but not in reality. you cannot say that people that are insane are excused for being evil.

In the DCU that is why the inmates at Arkham haven't all long since been sent to death row. Are they excused? Its not a question of excusing them, just recognising that there are reasons for what they do. Reasons that constitute extenuating circumstances. Hell in France you can plead temporary insanity for a crime of passion. But then... Who cares about the french? Good to know I'm not the only one who mixes up Starlord and Dr Dread.

docs an artist brian a writer, two different people and names entirely, i only get evilal and giantevilhead wrong everyonce in a while.
either way your wrong evilal! that is what i am saying, if i did something awful like say went out and raped, tortured, held hostage, murder them, and keep their corpse so i can do worse things to their decaying corpse, get caught and then say that i was insane, does that excuse my actions, does that make a person any less violated and dead??? in some places sure i guess it does, and that is not right, but my point is that insanity can only justify actions to a certain extent, the joker has pushed that envelope into evil territory. conquering planets and attempting to conquer nations sounds pretty insane to me, surely more insane then killing people. savage and darkseid like power, joker likes death and chaos, he may be insane, insanely EVIL.

The Joker doesn't want to destroy or dominate the human race, the only person he wants to destroy is Batman (since he's his psychological trigger). Everyone else is just collateral damage.

Well for one, Mother Teresa wasn't as much of a saint as people think she was. Nothing that lives is innocent. There is darkness in us all. We have not yet shed ourselves of our primal nature. We have merely repressed it. But that very nature is still at the core of our being, that nature which encompasses all our most basic urges and desires, the rage, the lust, the madness, the destructive impulses. We are like the world which gave us birth, beneath its watery and serene surface lie a molten heart of poisonous fire, burning with hellish fury. It is all just a matter of bringing it out, letting go of all those civilized behaviors, forgetting all that you know of logic and reason, close your mind to conscious thought, stop trying to hold back and embrace your darkest impulses.

We are different than the Joker because we didn't fall into a vat of mind altering chemicals that removes all inhibitions.
Oh and Apokolips is just evil. That is all it is, evil. All the rulers of Apokolips were influenced by the evil of the planet itself. The source of all the evil on Apokolips is Apokolips.
